The Cabinet of Ministers of Kyrgyzstan instructed the Ministry of Natural Resources, Ecology and Technical Supervision to develop a draft resolution, which prohibits transfer of the right to use subsoil to a third party.
The current wording of the laws on subsoil and on pledge provides that a licensee may pledge the right to use subsoil on the basis of a pledge agreement.
Those who have received a permit for development and production will also not be able to sell or lease the mines.
The document is being prepared for submission to the Parliament for consideration.
