According to the results of the second half of 2022, the population confidence index in Kyrgyzstan amounted to 35.5 points. The National Statistical Committee provided such data.
The confidence index is estimated in points — from −100 to +100. The higher is the score, the higher is trust. The survey was conducted in all regions of the country among 3,600 people aged from 18 to 75.
Respondents were asked three questions: «How much do you trust a certain government agency?», «How do you assess the level of corruption in it?» and «How do you rate its performance in general?»
The state is trusted the most in Batken region (54.3 points), the least — in Bishkek (12.4).
Compared to the data for the first half of 2022, the confidence index increased by 2.2 points. At the same time, a decrease in the level of trust was registered in Issyk-Kul (by 1.4 points — to 49.3 points), Talas (by 2.8 points — to 39.9 points), Chui regions (by 1.5 points — to 29.7 points) and Osh city (by 2.7 points — to 39.3 points).
It should be noted that only local government bodies of cities and towns of regional, district significance and rural districts scored 51.7 points in the index. The City Halls of Bishkek and Osh and all other departments did not even score 50 points.
As for the public authorities, people most of all trust the presidential envoys to the regions (49.9 points) and the City Halls of the capitals (48.3 points). The Ministry of Emergency Situations (44.8), the Ministry of Digital Development (44.7 points) and the Ministry of Culture (43.6 points) also have a high level of trust.
Kyrgyzstanis trust the Ministry of Health (22.3 points) and the State Agency for Architecture and Construction (23.6 points) least of all.
The level of confidence among the Kyrgyzstanis in the Ministry of Transport and Communications (29.1 points), the Ministry of Internal Affairs (29.5 points) and the Ministry of Finance (29.9 points) is slightly higher.
If we look at the level of trust in ministries and departments by region, then some services and agencies in Bishkek received a negative rating.
Residents of the capital do not trust the State Agency for Architecture, Construction, Housing and Communal Services (-10.9 points) and the Ministry of Natural Resources, Ecology and Technical Supervision (-3 points) at all. Negative values of the level of trust in government agencies were not registered in other regions.
