MP Zhanar Akaev said today at a round table on the topic «National dialogue - the right to freedom of association» that the seventh convocation of the Parliament of Kyrgyzstan continues the vicious practice of restricting basic civil rights and freedoms.
On November 21, Zhanar Akayev’s colleague Nadira Narmatova submitted for public discussion amendments to the laws «On Non-Commercial Organizations», «On State Registration of Legal Entities, Branches (Representative Offices)» and the Criminal Code.
Zhanar Akayev admitted that he did not know how this document would be discussed. «Instead of allowing NGOs to develop and operate, we close them. We will talk to the deputies. I do not want dangerous precedents to be repeated in our country, as, for example, in the neighboring country, where an organization, whose representatives studied birds, was closed,» Zhanar Akayev said.
In turn, the Ombudswoman Atyr Abdrakhmatova added that the Institute of Ombudsman applied through the OSCE/ODIHR to the Venice Commission with a request to give its expert opinion on the package of changes proposed by Narmatova.
The expert interim opinion concludes that the initiatives of the deputy of the Parliament are incompatible with international human rights standards and OSCE commitments. The organization recommends the author to withdraw the amendments.
Lawyers of Adilet Legal Clinic also call on Nadira Narmatova to withdraw the document amending the laws «On Non-Commercial Organizations», «On State Registration of Legal Entities, Branches (Representative Offices)» and the Criminal Code since its adoption in the presented version is inexpedient and unacceptable.
Being a deputy of the fifth convocation, Nadira Narmatova, in collaboration with Tursunbai Bakir uulu, proposed a similar document. About 80 percent of it was copied from the Russian document. The draft law was rejected in the third reading by the members of the sixth convocation in 2016.
