The Ministry of Economy and Finance of Kyrgyzstan proposes to approve the procedure for mandatory certification of civilian and service weapons. In addition to it, the list of cartridges for it, as well as «products structurally similar to weapons» will be revised. The draft document has been submitted for public discussion.
It states that certificates must be issued for pistols produced in Kyrgyzstan, imported into the country and exported from it.
The rules for the circulation of service and civilian weapons and ammunition have been approved. A separate item stipulates for their sale, transfer, acquisition, accounting, storage, carrying, transportation and use.
The regulation on import into the customs territory of the EAEU and export establishes that weapons fall under the customs procedure. Its owner must have a conclusion, that is, a license.
The Ministry of Economy recalled that licensing of export and import of goods included in a single list, to which non-tariff regulation measures are applied in trade with third countries, is its function.
Therefore, it is proposed to give the Ministry of Economy the right to issue licenses for service and civilian weapons and cartridges for them. The Ministry of Internal Affairs is given the authority of an organization — an expert in issuing permits for export, import, transit, for which a permit procedure for import and export to the EAEU is established.
