Ombudsperson of Kyrgyzstan comments on case against Kamil Ruziev

Ombudsperson of Kyrgyzstan Atyr Abdrakhmatova is concerned about the continuation of criminal prosecution against the human rights activist Kamil Ruziev. Press service of the Ombudsperson says.

It is specified that a nurse is also a defendant in the case.

«Initially, the investigative actions caused a wide public outcry and a negative assessment from human rights organizations, both national and international, and were assessed as the persecution of Kamil Ruziev. The Ombudsman’s Institute agrees with this opinion.

The Ombudsperson expresses concern about the continuation of criminal prosecution against human rights activist, nurse and believes that their actions were given an unreasonable assessment by the investigating authorities. The Investigation Department of the State Committee for National Security for Issyk-Kul region initially did not establish whether the certificate issued to Ruziev was an official document. The certificate he received does not meet the requirements for an official document. The nurse issued the certificate with the permission of the doctor. She put down the dates of outpatient treatment from January 24 to February 18, 2020 based on Kamil Ruziev’s words. The latter presented this certificate to the court in confirmation of his inability to work due to illness,» the statement says.

Employees of the State Committee for National Security detained the human rights activist on May 30, 2020 in Karakol. The court placed him under house arrest. Kamil Ruziev is accused of using a fake medical certificate. According to investigators, the human rights activist allegedly did this in order to extend the deadline for appealing against the decision of the Karakol City Court in one of the cases on which he worked. However, in 2021, an examination confirmed that the certificate was not fake.
