Cabinet of Ministers proposes tax exemption for international organizations

The Ministry of Economy and Commerce of Kyrgyzstan proposes to improve the regulatory framework and update the procedure for implementation of international treaties to which the Kyrgyz Republic is a party. The draft resolution has been submitted for public discussion.

It is clarified that it is an exemption from taxes, duties and other payments. This rule applies to international organizations and general contractors when they are registered with the tax authorities of the republic, as well as to project implementation departments working under contracts concluded as part of the implementation of international agreements.

To obtain such an exemption, one should apply to the authorized state body for tax and customs policy. Applicants have to provide lists of legal entities involved in the implementation of projects — these are general contractors and subcontractors that supply goods, works and services, as well as copies of commercial documents.

Further, letters are sent to the tax and customs authorities to clarify the procedure for taxing the project. The Ministry of Economy notes that the process is repeated each time when general contractors conclude contracts with subcontractors. Therefore, it is proposed to exclude subcontractors.
