Kyrgyzstan to create regional hub for human rights protection

Kyrgyzstan is creating the first hub for human rights protection in Central Asia. Atyr Abdrakhmatova, Ombudsperson of Kyrgyzstan, said at the first forum of Ombudsmen of the region.

Ombudsmen of Uzbekistan, Kyrgyzstan, Kazakhstan and Turkmenistan participated in the discussion. They discussed protection and promotion of the rights of women, family and children, as well as the rights of people with disabilities. The agenda included relevance of international standards in ensuring the rights of prisoners and detainees under investigation.

According to Atyr Abdrakhmatova, over the years of independence, common values in the field of human rights have been formed in the countries of Central Asia, and this process continues. She noted that the situation with the protection of rights in places of detention can improve only through joint efforts, close cooperation and constant exchange of experience of the Ombudsmen of the countries in the region.

«A person sentenced to imprisonment does not cease to be a human being, no matter how serious their crime is. Our duty as ombudsmen through constant monitoring and control of the rights of citizens in prisons to remind the state of the commitments made and the need to create conditions for the safety of life and health of prisoners and achieve social justice through the use of correctional measures,» Atyr Abdrakhmatova said.

She told she was establishing a regional human rights hub — Regional Human Rights Institute, which will «enhance the aspirations of national human rights institutions in Central Asia to bring legislation in line with international standards.»

«We propose practical implementation and expansion of the norms stipulated in the declaration we signed today in Tashkent. As part of the activities of the regional institute of human rights, we will be able to jointly take up the challenges our states and peoples are facing, to master new areas in the field of human rights protection, such as human rights in the context of digitalization; hybrid warfare; business and human rights; best practices to prevent new types of abuse, which currently are not considered as torture, and many other problems in the field of human rights and freedoms,» Atyr Abdrakhmatova said.
