Cell phones have to be registered in Kyrgyzstan

Procedure for organizing a state system of identification of communication devices and identification of cell phones has been approved in Kyrgyzstan. Press service of the Cabinet of Ministers reported.

It is noted that mobile communication devices and devices for data transmission are used by increasing number of people. Therefore, they are among the items most often subject to theft and smuggling into the country. Stolen phones are flashed with the help of special programs and resold in spontaneous markets through intermediaries or on the Internet. Citizens who suffered from such crimes lose not only money they spent on the purchase of cell phones and equipment, but also important information (contacts, messages, photos and other data), which in most cases cannot be restored.

There are also unscrupulous entrepreneurs who smuggle mobile devices into the republic and do not pay customs duties. This contributes to development of unfair competition among suppliers.

To solve these problems, the Cabinet decided to approve the order of organization of the state system of identification (SSI) of communication devices and identification of mobile communication devices, as well as devices used for data transmission.

This will allow to:

  • Control the import of devices, due to which an increase in customs charges is expected (devices that have not passed customs clearance cannot work on the networks of local communications providers);
  • Reduce the number of stolen mobile communications devices (there is no point in stealing mobile devices, as stolen mobile devices cannot work on the networks of local operators);
  • Exclude unfair competition between providers;
  • Increase security of mobile devices.

The state system of identification of communication devices and identification of mobile communication devices provides for creation of white, gray and black lists of IMEI codes of devices and provision of communication services. At the same time, communications providers have no right to provide access to their network to the devices included in the black list.

It is planned that all mobile devices imported into Kyrgyzstan will be registered. This procedure does not apply to subscribers who use international roaming services in the country (receiving services in the networks of mobile operators of the Kyrgyz Republic through a SIM card of a foreign communications provider).

Devices imported into the territory of the republic for personal use must be registered with the operator of identification not later than 30 calendar days from the date of import into the territory of Kyrgyzstan.

To do this, you will need to apply to the identification operator with an electronic or paper application for registration of devices and attach a copy of the identity document.

Devices imported into the Kyrgyz Republic for sale and/or other business activities are subject to mandatory registration with the identification operator. Information about the registration of devices is mandatory entered into the SSI database before filing a customs declaration. After the registration of the IMEI code of a device in the SSI, the applicant is issued an electronic or paper certificate, which is presented for the declaration of the device.

The authorized state communications agency analyzes the gray list to identify devices whose IMEI codes have not yet been blacklisted or whitelisted. The analysis is carried out when the first activity occurs in the communications provider network. When the IMEI code of a device not registered in the SSI is detected, the subscriber is notified by SMS message of the necessity to get registered in the SSI within 30 calendar days after the first activity.

If the device is not registered, access to the communications provider’s network services will be terminated.

When persons apply to internal affairs authorities in connection with the loss or theft of a device, as well as when a device is discovered by internal affairs authorities, an application for inclusion of the device’s IMEI code in the appropriate list of the SSI database shall be submitted.

Individuals and/or legal entities engaged in business activities for the sale of devices, from the moment the SSI is launched, are required to register the devices to be sold within six months. The identification operator registers such devices free of charge within six months.
