The country’s authorities have decided to allow work of casinos. The Ministry of Economy and Commerce of Kyrgyzstan submitted a draft law on amendments to certain legislative acts on gambling activities for public discussion.
It is noted that the draft document was developed «in order to create favorable conditions for the promotion of investment and increase the revenue part of the state budget.»
Officials spelled out the legal framework of activities of gambling establishments on the territory of the republic, state regulation of gambling activities, basic concepts, procedure for establishment and maintenance of gambling establishments, organization of gambling games and their licensing, control over organization and holding of gambling games and responsibility of subjects of gambling activities.
Subjects of gambling activity are legal entities, including foreign ones, registered according to the established order and carrying out gambling activity, independently organizing and carrying out their activity within the competence and rights established by the law and the current legislation.
Only legal entities in the form of a limited liability company or a closed joint-stock company have the right to engage in gambling activities. Limited liability companies must carry out their activities in accordance with the current legislation on the basis of a license issued in accordance with the established procedure by the authorized state body.
Gambling activities will be a licensed type of business activity. The issuance of licenses will be paid. The amount of payment will be determined by the Cabinet of Ministers.
The clients of the gambling establishments can’t be foreign citizens under 21 years old, as well as the incapable foreigners.
Clients are forbidden:
- To visit gambling establishments in a state of severe alcoholic intoxication;
- To conduct film, photo and video shooting without the permission of the gambling establishment;
- To enter the service area of the gambling establishment.
