Talas Begaliev was born on September 28, 1977. From 1994 to 1998 he was a cadet of the Bishkek Higher School of the Ministry of Internal Affairs of the Kyrgyz Republic. He worked in the system of the Ministry of Internal Affairs and retired in 2016.
In 2016, he won a gold medal at the Sambo Championship among veterans. He headed the national kok-boru team of Kyrgyzstan.
In 2019, there were two candidates for the post — Talas Begaliev and Iskender Kadyrkulov. The latter withdrew his candidacy.
