President of Kyrgyzstan Sadyr Japarov commented in an interview with Vecherny Bishkek on the interrogation of deputies Adakhan Madumarov and Orozaiym Narmatova in the Prosecutor General’s Office as part of a criminal case.
He advises members of Butun Kyrgyzstan party to be very clean before giving advice on corruption to the people.
«If I’m harsh, I’m sorry, but these two have thick skin. They themselves have committed crimes and threaten Kamchy and me (Chairman of the State Committee for National Security Kamchybek Tashiev. — Note of 24.kg news agency). Or was it Kamchy and me in 2009, who led Madumarov under the arms and forced him to give up the land? Or Kamchy and I helped Orozaiym to get a fake diploma in 2013? The Kyrgyz say: be ready to be punished for what you have done with your own hands,» he said.
Sadyr Japarov added that he learned about the protocol signed with Tajikistan during his trip to Dushanbe.
«In Tajikistan, I was asked to no longer pay attention to this piece of land, claiming that the protocol on leasing for 49 years was signed 12 years ago. They said that after 37 years they would either renew the lease or not. Disputed areas issues are resolved with the consent of the two parties. If one party declares that some points were not taken into account when signing the protocol, then the document can be changed. Madumarov’s protocol is in force now. I immediately stated then that Madumarov’s protocol was not valid, since he did not have such powers at that time and suggested to reconsider the Tort-Kocho issue. Negotiations on the delimitation and demarcation of borders are being held, among other things, between the parliaments, governments and presidents of the two countries. Then Madumarov was the secretary of the Security Council. I don’t know why Madumarov agreed to this, whether he was blind or had material interests,» Sadyr Japarov said.
According to the president, the deputy of the Parliament is lying.
«He lies out of habit and deceives the people. Not a single specialist gave a positive assessment of Madumarov’s decision. Let at least one resident of Kok-Tash say that the decision was made in favor of the Batken people. Nobody can say that. If by this protocol Leilek remains in the enclave, then how can the decision be correct? Only some mankurt can say this,» Sadyr Japarov added.
The President stressed that Tort-Kocho belongs to Kyrgyzstan.
«This is a betrayal for which there is no forgiveness forever. Did you commit betrayals? Be answerable! How long the populists, hiding behind the people, will sell the interests of the country?» the head of state asked.
According to him, investigators could not interrogate Adakhan Madumarov during the elections. «It is the time to pay for everything now,» he said.
According to Sadyr Japarov, information about the fake diploma of Orozaiym Narmatova was received even before the elections. «So much time has passed by the time we received a response from the university,» he said.
In 2009, being a secretary of the Security Council, Adakhan Madumarov signed with the Tajik side the protocol of the working meeting of the heads of state bodies of Kyrgyzstan and Tajikistan under the leadership of the Secretaries of the Security Councils of the two countries. According to the document, the Kyrgyz side leased a plot of land from Tajikistan for 49 years, 5 hectares in size and 275 meters long. The protocol was adopted after the negotiations in Khudzhent. Officials were harmonizing domestic procedures for signing an intergovernmental agreement to ban economic activity along the state border line until demarcation and delimitation are completed.
Tajikistan still considers these 5 hectares as its land. Kyrgyzstan calls this land a disputed section of the border.
The investigation believes that Madumarov did not have any authority to sign such a protocol.
