According to her, this amount does not include destroyed houses. In total, 146 families had their property and livestock looted.
«Shortly before the press conference on the payment of compensation for property damage, the governor of Batken region Abdikarim Alimbayev announced that the amount of compensation was 80 million soms, which gave rise to doubts, since this sum was negligible and did not cover all the damage suffered by the victims,» she noted.
The public association intends to achieve payment of the full amount, because the affected residents live in extreme poverty.
«The head of the region assured the participants of the press conference that this issue is being discussed in the Cabinet of Ministers and that they plan to pay compensation to the residents at the beginning of 2022. However, he did not specify the timing and amount of payments,» Gulgaaky Mamasalieva told.
According to her, the issue of compensation is complicated due to the lack of a law on compensation to the victims in Batken.
«States that are bound by their international human rights obligations, in particular through ratification of or accession to the International Covenant on Economic, Social and Cultural Rights, should develop local laws to protect the right to compensation for housing, land and property that are sufficient, consistent and timely. Thus, all affected residents have the right to full and effective compensation. Unfortunately, so far, the Cabinet has only compensated one-third of the damage in the form of restoration of houses,» she says.
