136 child abuse cases registered in Kyrgyzstan in 2018

At least 136 cases of abuse of minors were registered in Kyrgyzstan in 2018. The head of the Juvenile Affairs Division of the Ministry of Internal Affairs of the Kyrgyz Republic, Colonel Azamat Abdrakhmanov, told at a round table discussion.

According to him, 13 children were killed.

«Three facts of death of newborns, when mothers either committed the crime themselves or left their babies in danger, were registered. Two more children died as a result of a suicide attempt by their mothers. The same number died in mass brawls,» he said.

Azamat Abdrakhmanov added that territorial headquarters were formed under the state local authorities, their members include representatives of law enforcement agencies.

«The Interior Ministry has a monitoring interdepartmental group. We conducted an analysis for the last five years, it showed a decrease in the level of violence against minors. The peak was in 2015,» he said.

According to him, households’ visits are currently made for preventive purposes.

At least 54,000 children of migrants, who were left with relatives, were detected.

«In 2018, at least 644 crimes against children of migrants were registered. They are often victims of domestic violence. The government instructed to find them and register, and also instructed the inspectors for juvenile affairs, teachers, social teachers to conduct monitoring. We can monitor schoolchildren, students, children attending kindergartens, but children who are at home, in the countryside, are not covered by the system. Therefore, the Ministry of Health has instructed the Family Medicine Doctors to pay household visits and examine children under three years old,» Azamat Abdrakhmanov told.
