According to Article 68 of the Constitution, officials performing the functions of the president have no right to appoint early elections to the parliament, to dismiss the government, and be a candidate for the post of president in early elections.
In this connection, Article 49 of the Constitutional Law «Procedure for nominating a candidate for the presidency» is amended that officials performing the functions of the president are not entitled to be nominated as a candidate for the presidency in early elections.
Article 3 «Universal suffrage» is also changed as persons, against whom the verdict of guilty entered into legal force and citizens recognized as incapable by the court, don’t have the right to elect and be elected.
