At least 84,542 children of labor migrants were detected in Kyrgyzstan during household visits in the first quarter of 2024. The Ministry of Labor, Social Security and Migration reported.
Some 42,648 children of them live with relatives without registration of guardianship. De jure, relatives are not responsible for the future life of children, the ministry reminds.
«There are cases when children of labor migrants experience psychological and emotional difficulties due to the lack of parental love and care, despite the fact that they are in a family environment. There are those among the children of labor migrants, who do not attend general education, medical institutions and do not receive state-guaranteed services. Sometimes such children need psychological support and assistance,» the ministry says.
It is noted that after a comprehensive assessment of the situation of a child and family in difficult living conditions, social security employees develop and approve plans for individual work with them and an individual plan for the protection of the child.
The Ministry of Labor clarified that they had previously initiated a draft regulatory legal act on the notification of social workers by labor migrants about a child temporarily deprived of parental care. But they could not submit it for public discussion for a number of reasons.
However, the work will continue. For example, the ministry intends to initiate the introduction of the concept of «children of labor migrants» into the Children’s Code.
