The Prosecutor General’s Office of Kyrgyzstan opened a criminal case against officials of the pre-trial detention center No. 31 regarding the death of Arstanbek Abdyldaev (Arstan Alai). The main supervisory authority reported.
It turned out during the pre-investigation check that employees of the State Penitentiary Service did not comply with the requirements of the law on the procedure and conditions of detention of persons detained on suspicion and accusation of committing crimes.
«The employees of colony No. 31 did not pay attention and did not take prompt measures aimed at ensuring the safety of Arstanbek Abdyldaev. Because of this, on January 5, he hanged himself in the pre-trial detention center No. 31,» the Prosecutor General’s Office noted.
A criminal case was initiated against the responsible employees under Article 348 «Negligence» of the Criminal Code of the Kyrgyz Republic. The investigation was transferred to the Military Prosecutor’s Office.
The death of Arstanbek Abdyldaev (Arstan Alai) was reported on the morning of January 5, 2024. His lawyer Kaisyn Abakirov reported about it. He demanded from the Prosecutor General’s Office to conduct an investigation into his death. Later, the State Penitentiary Service stated that Arstan Alai committed suicide: he was found hanged.
