Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov held a meeting with the officials of the Ministry of Agriculture. Press service of the Cabinet reported.
Akylbek Japarov was dissatisfied with the work of the ministry. He noted that the republic lags behind in almost all sectors of agriculture.
«Failure can be seen everywhere: fishing industry, dairy products, animal husbandry, mineral fertilizers, seeds. We have huge opportunities as an agrarian country. 26 billion soms were allocated to finance agriculture last year alone. 20 billion soms are provided this year. But so far we do not see any real results of your work. You had a good pace last year, but the pace has again begun to decrease this year,» the head of the Cabinet said.
He believes that the work of the ministry needs to be completely revised. The end consumer of the ministry is a farmer, so the work must fully meet his needs, starting with the provision of mineral fertilizers and ending with the export of manufactured products. The entire chain of this work should be under control.
Akylbek Japarov criticized the work of the ministry on lifting the restrictions imposed by Russia on the export of agricultural products.
«Why did you allow this situation, what are the laboratories doing? It is necessary to provide them with appropriate reagents, equip them with modern technologies, you have financial resources. Do you understand that farmers who feed their families are suffering?» the head of the Cabinet asked.
He also touched on irrigation issues. He recalled that earlier the only reason for the inefficiency of work of the Ministry of Agriculture was the lack of financial resources. This problem has been resolved, but the work is not carried out as before.
«Hurry up, time is against us now. When the equipment for cleaning the irrigation systems arrives, why hasn’t an agreement been concluded yet, when the construction of Bypass Chui Canal — 2 will begin? Akylbek Japarov asked.
In turn, the director of the Water Resources Service, Almaz Sokeyev, noted that an agreement on the purchase of equipment would be signed within two months. The same amount of time will be required for its transportation. The issue of Bypass Chui Canal — 2 will be resolved following the meeting with the Kazakh delegation, which will arrive in the near future.
As a result of the meeting, the head of the Cabinet gave a number of instructions and noted that an appropriate assessment would be given in September to the activity of the ministry.
«You have the last chance to correct and organize the work of the ministry. If we do not see tangible results in September, all heads of subordinate institutions up to deputy ministers will be relieved of their positions,» Akylbek Japarov concluded.
