A trout farm of civil activist and businessman Ilgiz Shamenov, who is being kept in Bishkek remand center 1 on charges of attempt to organize mass riots in order to seize power, was seized. Lawyer Kanat Asankadyr told 24.kg news agency.
According to him, Ilgiz Shamenov started the business of breeding and selling trout and sturgeon in 2019 under short-term agreements on lease of a plot from the lands of the water fund of Panfilov district administration of Chui region.
A fish farm was built, tanks for fish breeding were erected, imported feed and fish stock were purchased, that is, considerable initial funds were invested. To do this, the tenant needed to take a loan from a bank, and to date about $500,000 have been invested in the business.
«When visiting the farm, the Prime Minister Akylbek Japarov was satisfied with the production and by the order of the Cabinet of Ministers dated April 30, 2022, in order to ensure the food security of the country, the company was provided with a land plot for fish farming with a lease period of 49 years. However, on March 28, 2023, by another order, the previous decision became invalid. The district administration has unilaterally terminated the long-term lease agreement for allegedly late payment of rent and land tax,» Kanat Asankadyr said.
He added that, according to the agreement, for the late payment of the rent LLC can only face a fine for the overdue period.
The lawyer recalled that his client had previously provided the State Committee for National Security with material on corrupt financial violations for 975 million soms in the Ministry of Agriculture. Ilgiz Shamenov believes that the minister is taking revenge on him.
