ADB: Kyrgyzstan still needs to do a lot to make PPP program sustainable

«Despite all the progress made, Kyrgyzstan still has a lot to do to ensure the mechanisms of quality, value for money and financial sustainability of the public-private partnership development program,» Kanokpan Lao-Araya, Country Director of the Asian Development Bank’s Resident Mission in the Kyrgyz Republic, said at the international conference.

According to her, in the field of public-private partnership (PPP) ADB is further ready to help in the development and promotion of the mechanism in the country. She also noted that public resources can be developed through the implementation of PPP projects.

«Using this method and cooperation model, we will be able to improve access to school. The seven millionth Kyrgyzstani will be born soon in Kyrgyzstan. PPP mechanisms will allow us to see how the level and quality of life will change in 2 years, so that the life of this seven millionth child will change,» Kanokpan Lao-Araya said.

Since 2010, ADB has been supporting PPPs in the world, including Kyrgyzstan. Over the past six years, 70 projects have been financed for $2 billion in 23 countries around the world. More than 55 percent of them are aimed at climate conservation.

At the same time, experts note that it is public-private partnership projects that can play an important role in solving the problem of a shortage of investment in infrastructure.

«To do this, countries need to create a sound political, regulatory and financial framework, as well as strengthen public financial management and government’s institutional capacity. Despite great progress in establishing the political, regulatory and financial framework, there are still problems in Kyrgyzstan. With their solution, ADB is ready to continue to cooperate with the Kyrgyz Republic,» the head of the ADB Resident Mission said.
