A regular meeting of the Council of the Eurasian Economic Commission (EEC) was held under the chairmanship of the First Deputy Prime Minister of Kyrgyzstan Arzybek Kozhoshev in Nur-Sultan (Kazakhstan). Participants considered 36 issues.
As a result, a decision was made to amend the technical regulations of the Customs Union on safety of low-voltage equipment and electromagnetic compatibility of technical equipment. In particular, changes have been made to the scope of technical regulations for a more detailed description of the objects of technical regulation.
The EEC Council also decided to take into account the report on the interstate program «Improving the efficiency and reliability of industrial facilities and distributed energy in the member states of the Eurasian Economic Union». It is aimed at creating technologies and devices that contribute to the successful development of industrial production sector, as well as modern equipment that provides communication between various sources of small renewable and distributed generation.
Members of the EEC Council signed a protocol on amending the agreement on common principles and rules for the circulation of medical devices (medical products and medical equipment) within the framework of the Eurasian Economic Union dated December 23, 2014.
This draft protocol provides for the extension until December 31 of the possibility of registration of medical devices in the manner prescribed by the legislation of the EAEU member countries until December 31, 2022.
Another decision introduced changes to the deadline for application of tariff benefits in relation to goods imported for implementation of investment projects in priority activities.
The parties were informed about the progress of work on the draft protocol on amendments to the Treaty on the Eurasian Economic Union dated May 29, 2014 in terms of the procedure for levying indirect taxes on electronic trade in goods sold by individuals. This issue concerns the introduction of a value threshold on the volume of sales in e-commerce.
Members of the EEC Council discussed the report on the current state and prospects for development of the integrated information system of the Eurasian Economic Union. They spoke about the expediency of working out the issue of determining a single operator, as well as the development of medium-term and short-term programs for development of the integrated information system of the EAEU.
The meeting participants also discussed import and circulation of goods in the customs territory of the EAEU and drawing up a list of legal and technical measures to provide other member states of the Union with access to information from the accounting system.
The issue of extending the exemption from customs duties for civil passenger aircraft (turbojet and turboprop) was considered.
Among other things, the parties discussed issues of recognizing barriers in mutual trade of the EAEU member countries in terms of grain crops, sugar, raw timber, as well as restrictions on the transit and export of certain types of goods, including by rail.
The next meeting of the EEC Council will be held in July this year in Moscow.
