NGOs in Kyrgyzstan obliged to disclose sources of funding by April 1

Non-governmental organizations in Kyrgyzstan (NGOs) are obliged to disclose their sources of funding by April 1. Website of the Ministry of Economy and Commerce reports.

It is noted that on March 22, the Cabinet of Ministers adopted a resolution «On measures to implement the requirements of Article 17 of the Law of the Kyrgyz Republic on non-governmental organizations.»

According to the resolution, NGOs are required to post summary information on the sources of funds, directions of their spending, as well as information on acquired, used and alienated property on the website of the authorized tax authority by April 1.

In accordance with the requirements of the law, the resolution approved:

  • Form of summary information of a non-governmental organization on the sources of formation of funds, directions of their spending, as well as on the acquired, used and alienated property;
  • Procedure for presenting summary information by a non-governmental organization on the sources of formation of funds, directions of their spending, as well as on acquired, used and alienated property.

The law on financial reporting of NGOs came into force on July 7, 2021. It was adopted on June 17 in the third reading and then was submitted to the President for signing. It was noted that the size and structure of income, as well as information about the property of an NGO, its expenses cannot be a commercial secret.

Human rights activists called the document discriminatory and asked the initiators to withdraw the bill.
