President of Kyrgyzstan Sadyr Japarov discussed with representatives of domestic business a draft law on the legalization and amnesty of the assets of individuals. Press service of the head of state reported.
The President emphasized that the bill is primarily aimed at reducing the share of the shadow economy, ensuring the safety of assets and protection of their owners from prosecution by government agencies.
«Legislative acts on the voluntary legalization and amnesty of the assets of individuals have been adopted five times in the history of our country. But due to various circumstances, this did not bring the desired results. At the same time, it is important to note that the bill will give all the guarantees of immunity from the state,» he said.
Entrepreneurs Omurbek Babanov, Askar Salymbekov, the founder of Shoro company Zhumadil Egemberdiev, the General Director of Umut and Co. LLC Kairat Abdullaev, the General Director of the Production and Construction Company Bishkekkurulush OJSC Askar Moldobaev and others voiced their proposals and vision of the practical implementation on the part of businesses.
Sadyr Japarov answered the questions raised by the businessmen and gave relevant instructions to the government agencies. They signed a protocol of intent with domestic entrepreneurs.
Earlier, Adilet Legal Clinic conducted an analysis of the draft laws «On voluntary legalization and amnesty of assets of individuals» and «On amendments to certain legislative acts of the Kyrgyz Republic.» Lawyers note that the draft laws propose to legalize assets by voluntarily declaring all income and property obtained illegally or not declared in the prescribed manner. An exception is planned to be made only for assets restricted in circulation or withdrawn from circulation.
