Patients infected with HIV through the fault of doctors will be able to get compensation in Kyrgyzstan. Deputy of the Parliament Dastan Bekeshev made such a proposal and submitted the bill for public discussion.
According to him, from 2005 to 2018, at least 632 children with HIV infection under 14 years old have been registered in Kyrgyzstan. At least 381 of them had parenteral route of transmission. As of May 1, 2018, at least 45 such children died, 27 left the country. The rest are registered.
Despite the large number of infected children, law enforcement agencies filed only 50 criminal cases. Doctors were practically not punished.
«The bill has retroactive effect and is aimed at paying monetary compensation to parents of children infected with HIV / AIDS through the fault of health workers. The cash compensation amounts to not less than 100,000 soms. This is only a small part of what the government can do, since the health and lives of children cannot be restored,» Dastan Bekeshev believes.
The compensations will require about 35 million soms. The deputy proposes to reduce the reserve funds of the President, the Speaker of the Parliament and the Prime Minister by 10 million soms each.
