Significant violations are detected every year in the sphere of use of capital investments. The facts of overstating the cost or payment for uncompleted construction and installation work are systemic.
Such violations are mainly committed in the transport system. In 2017, the total amount of overstatement of the volume of construction works amounted to 226.3 million soms, 125.9 million soms of which — in the major repair of Balykchy — Tamchi — Korumdu road, 76.4 million soms — Bishkek — Naryn — Torugart road, and 23.1 million soms — Bishkek — Manas International Airport road.
The deputies of the Parliament noted that the roads were built at the expense of the credit money. Daniyar Tolonov noted that an inspection should be carried out at the initial stage of a project implementation.
Ulukbek Maripov noted that the Ministry of Transport and Roads and the Bishkek City Administration head the list of agencies with the largest number of detected fraud cases.
