Almost 4,000 people rent forest pastures in Kyrgyzstan. Such data are presented by the State Agency for Environmental Protection and Forestry.
The area of forest pastures leased in 2015 amounted to 402,100 hectares, in 2016 – 580,000 hectares, following the results of 9 months of 2017 – 361,900 hectares.
The total area of the state forest fund, where it is allowed to graze livestock, is 927,600 hectares.
A number of deputies of the Parliament note that money for renting forest pastures before January 1, 2017 came to the special accounts of the forestry. After the entry into force of the Budget Code, they are sent to the republican budget, which is "an obstacle to the development of forestry and the development of regions as a whole."
In this regard, parliament members amend the Law "On Non-Tax Payments", so that the funds for the rent in full came to the budget of rural administrations. The document was submitted for public discussion.
