Persons without citizenship in Kyrgyzstan to be able to receive benefits

The Ministry of Justice submitted amendments to the Law On the Legal Status of Foreign Citizens in the Kyrgyz Republic for public discussion.

The ministry noted that today the legislation has no detailed provisions on the legal status of «stateless persons».

The issue is relevant in the border areas with separate neighboring states where people with undefined citizenship reside because of the incompleteness of the delimitation and demarcation of the state border.

Citizens of the former USSR with undetermined citizenship, foreign citizens (de facto stateless persons) and children at risk of statelessness live on the territory of the Kyrgyz Republic.

According to the amendments, people of this category will be able to permanently reside on the territory of Kyrgyzstan, if they have the permission, issued as a residence permit.

Persons without citizenship permanently residing in the republic will also have the right to receive benefits, pensions and social security of other forms on the basis and in accordance with the procedure established by the legislation of the Kyrgyz Republic.
