Kyrgyzstan introduces new performance evaluation system for civil servants

President Sadyr Japarov has signed a decree approving a new procedure for evaluating the performance of state and municipal employees.

The document is aimed at improving the efficiency of the public administration system and local government bodies.

According to the decree, state bodies and local government authorities will now regularly assess employees’ performance and submit reports twice a year to the State Agency for Civil Service and Local Government Affairs. The results for the first half of the year must be submitted by September 15, and for the second half by March 15.

In addition, evaluation results will be entered into the automated e-Kyzmat system through a special «Performance Evaluation» module.

The State Agency for Civil Service has been instructed, together with the state institution Kyzmat, to ensure the operation and development of the system, as well as to monitor the accuracy and timeliness of data entry.

At the same time, the president has amended the 2022 decree on the civil servants attestation system. The provisions on attestation have been removed, and the decree now only regulates the probation period procedure.

The decree will enter into force in ten days.
