Cabinet introduces “One-Stop Shop” system for domestic violence victims

The Cabinet of Ministers of Kyrgyzstan has approved new measures aimed at improving the system of protection against domestic violence and strengthening coordination among government agencies.

According to the resolution, Kyrgyzstan will officially introduce a «one-stop shop» mechanism to assist victims. This means that people affected by domestic violence will be able to receive necessary support through coordinated interaction between state bodies and social services.

The document approves procedures for interagency cooperation among government institutions responsible for preventing domestic violence and protecting victims, as well as rules for providing assistance to those affected.

The system will involve the Ministry of Labor, the Interior Ministry, the Ministry of Justice, the Ministry of Health, the Ministry of Education, the Penitentiary Service, local authorities, and the media.

In addition, the Ministry of Labor, together with pilot municipalities, has been tasked with developing «Koopsuz Ui» (Safe Home) program within six months. The initiative will focus on creating and expanding social services for people affected by gender-based and domestic violence.

Coordination of territorial divisions and interaction between government agencies will be overseen by the president’s plenipotentiary representatives in the regions, local state administrations, and the City Hall’s of Bishkek and Osh.

At the same time, the Cabinet repealed the previous 2019 resolution regulating procedures for protection against domestic violence.

The new document will enter into force ten days after its official publication.
