A group of suspects, who were planning to organize mass riots and overthrow the government on November 17, on the day of elections to local councils, have been detained. The press service of the Ministry of Internal Affairs of Kyrgyzstan reported.
It was reported earlier that the former deputy prosecutor general of Kyrgyzstan Adyl uulu Kuban was detained on suspicion of violent seizure of power and other serious crimes and placed in a pretrial detention center until the end of investigation.
Employees of the Main Criminal Investigation Department of the Ministry of Internal Affairs received information about a certain group preparing for mass riots and destabilization of the social and political situation. According to the information received, the said organized group was created with the purpose of organizing mass riots and violent seizure of power.
«Each participant had assigned role (organizers, accomplices, financiers and executors). Thus, the said group planned to hold sports games, as well as other competitions in the suburbs of Bishkek. Under the guise of national sports games, they intended to call for acts of violence, were going to put forward unconstitutional calls, destabilize the situation for the further violent seizure of power on November 17 — the day of elections to local councils,» the statement says.
A case has been opened on this fact under the article «Preparation for organizing mass riots accompanied by violence, pogroms, arson, destruction of property, use of firearms, explosives or explosive devices, or armed resistance to government officials» of the Criminal Code of the Kyrgyz Republic.
A number of individuals, who are members of this group, were detained during the investigative activities:
2. A citizen of a foreign state A. u. M., a native of Osh region, who arrived in Kyrgyzstan together with K. A. to help in staging mass riots. During his arrest, a pistol of an unidentified brand with erased numbers and cartridges for it, 5.7 kilograms of hashish were found and confiscated from him.
3. A citizen of a foreign state M. M. T., who is a participant of military operations on the territory of a foreign state, arrived in the Kyrgyz Republic together with his friend K. A. to assist in staging mass riots, a specialist in working with unmanned aerial vehicles (drones), has skills in the manufacture and use of explosive devices.
4. Organizer and coordinator B.T.N., a native of Chui region, has previously been repeatedly brought to criminal responsibility, sponsored and recruited the above-mentioned persons to stage mass riots, distributed provocative videos and links via messaging apps. His tasks included financing and finding destructive elements, previously convicted and other persons willing to finance the said illegal actions.
5. Citizen K.D.S., a native of Chui region, has multiple convictions for armed robbery, illegal possession of weapons, theft and sale of narcotic drugs. His task was to gather participants under the guise of sporting events through agitation and financing, and to direct the crowd to the Government House.
6. Organizer and coordinator Ch.A.S., a native of Chui region, is close associate of B.T. on issues of organization, distribution of roles and funds, payment to recruits and provocation of the crowd.
7. The main organizer A. u. K. (Kuban Adyl uulu), a native of Jalal-Abad region, former deputy prosecutor general of the Kyrgyz Republic, whose task included financial support, communication with law enforcement agencies, transmission of information obtained about their actions, distribution of roles and coordination during mass riots and seizure of power.
Also, 1,000 bottles of vodka for getting the crowd drunk, 2,000 bottles of mineral water, 1 ton of rice, 1 horse for slaughter and food for cooking plov for participants of mass riots were seized from the warehouse of this group.
The detainees were charged with organizing and preparing for mass riots, creating an organized group, financing an organized group, attempt to violently seize power, participation of a citizen of the Kyrgyz Republic in armed conflicts or military actions on the territory of a foreign state of the Criminal Code of the Kyrgyz Republic.
A number of investigative and operational measures are being carried out within the criminal case to identify other organizers and participants of the organized criminal group.
