Bektur Zulpiev has been appointed an Advisor to President. The corresponding decree was signed by the President of Kyrgyzstan Sadyr Japarov.
Recall, Bektur Zulpiev is known as the author of the new Constitution of Kyrgyzstan. He was a deputy chief of staff of the president, adviser to the head of the Cabinet. Bektur Zulpiev is called a lawyer of the Bakiyevs. Moreover, not only the media and human rights activists talk about this, but also politicians.
Bektur Zulpiev also participated in the amendment of the Constitution in 1998 and 2003. Both of these versions, by the way, were aimed at strengthening the powers of the president. In addition, he was a member of the working groups on electoral disputes in 1995, on amendments and additions to the Election Code and the development of the Code in 1997, 2001 and 2004, and was a member of the Scientific Advisory Council at the Supreme Court.
