Sadyr Japarov offers to lease out 15 more resorts in Issyk-Kul region

President of Kyrgyzstan Sadyr Japarov announced lease of 15 more state resorts in Issyk-Kul region for 49 years. He announced this on Facebook.

According to the head of state, these objects have long been left unattended or they have not been given due attention.

«I call on domestic rich people and foreign investors who want to get these resorts and invest in them. Come and take them. Build three-, four-, five-star hotels. I cannot say that you will get the investment back in a short time. But I believe that in 49 years the business will pay its way three or four times. I hear talks about why these buildings cannot be repaired at the expense of the state budget. Thank God we have money. You can see for yourself what work we are doing. It is not advisable to invest state money in a business that will repay itself in a long period. We have calculated everything, so we will not invest,» he wrote.

According to Sadyr Japarov, those who are interested in the proposal can apply to the State Property Management Agency.

«The main conditions: after receiving the resorts, you immediately must invest. Hotels and cottages above three stars must be built. If you have money, it is possible to turn them into luxury resorts in two years. It is not allowed to simply store objects for five to ten years and not build anything because you have taken ten for a 49-year lease. Sub-lease is prohibited,» he wrote.

Recall, four resorts: Dilorom (Enesai), Zolotiye Peski (Bosteri), Rokhat (Altyn-Zhai) and Buston will be leased out to Uzbekistan for a long time.

Earlier, Sadyr Japarov commented on their lease: «We will not be able to invest money in these resorts for the next 15-20 years, because we cannot patch up other holes.»

Consideration of the dispute in the International Center for Dispute Resolution ended in May 2023. It is reported that the judge issued a ruling. There is also a dissenting opinion by the arbitrator Zachary Douglas. The Center for Judicial Representation told 24.kg news agency that the dispute has indeed been terminated. But the parties agreed not to disclose the decision yet. Kyrgyzstan and Uzbekistan have signed confidentiality documents. Therefore, none of the parties today can comment on the results of the arbitration proceedings.
