Centers for public monitoring of human rights to be opened in Kyrgyzstan

Representatives of civil society discussed the possibility of opening centers for public monitoring of human rights. The EU Delegation to the Kyrgyz Republic reports.

Representatives of civil society organizations, the Ombudsman, business, lawyers, representatives of the media and international organizations participated in the discussion.

«The project is aimed at strengthening the role of civil society in monitoring and protection of human rights in the areas of gender equality, environmental protection and personal data protection. Kyrgyzstan is committed to ensuring the protection and promotion of human rights, but there are still shortcomings in legal and juridical services and gaps in sustainable monitoring of human rights available to citizens, especially in the regions of the country,» representatives of the EU mission in the Kyrgyz Republic said.

The results of «Assessment of the needs of civil society in Kyrgyzstan on monitoring and protection of human rights in the areas of gender equality, environmental security and personal data protection» were presented at the meeting.

A number of problems were detected in the course of the study: limited mechanisms and platforms for citizen participation in the system of making environmentally and gender-sensitive decisions in the context of narrowing the space of civil society organizations, resource constraints, reduced effectiveness due to distrust in civil society organizations.

International law and the obligations assumed by the state play an ever smaller role in the national legal system and are increasingly declarative.

The experts suggested creating a specialized hotline that citizens can contact in case of environmental violations, develop and introduce a separate indicator for evaluating the performance of the state and municipal body «Interaction with civil society», as well as develop mechanisms for coordinating management decisions made by municipal bodies with the public and ensure greater civic participation in the development of government strategies, policies and programs.

As one of the measures, it is planned to open three centers for public monitoring of human rights in Kyrgyzstan. They will be created on the basis of organizations selected through a competition in accordance with the developed criteria.
