The President of Kyrgyzstan Sadyr Japarov signed the decree on issues of transfer of land intended for the use of renewable energy sources. Press service of the head of state reported.
It is noted that the issue of efficient use of energy resources and transition to the use of renewable energy sources (RES) is acute in the country. Fossil fuels (coal, oil, gas) when burned release carbon dioxide into the atmosphere, which contributes to the growth of the greenhouse effect and global warming. RES, which include the sun, wind and other energy sources, are environmentally friendly, since during their use there is practically no emission into the atmosphere or water bodies; there are no environmental costs associated with extraction, processing and transportation of fossil fuels. Most renewable energy sources are classified as green energy, that is, environmentally friendly, non-polluting. Renewable energy industry is based on various natural resources, which allows to save non-renewable sources and use them in other sectors of the economy, as well as save green energy for future generations.
The decree was signed to ensure the energy security of Kyrgyzstan, eliminate the shortage of electricity, reduce the country’s dependence on non-renewable energy sources and rational use of energy and energy resources, as well as protect the environment and human health.
The decree rules to grant the Green Energy Fund the right of perpetual (without specifying a period) use of lands suitable for the use of renewable energy sources.
The Ministry of Energy, together with the Ministry of Agriculture, the Ministry of Natural Resources, Ecology and Technical Supervision, local governments, was instructed to develop and approve a regulatory legal act within a month that determines a simplified procedure for providing land plots for the use of renewable energy sources (a «single window» mechanism). The Green Energy Fund should make appropriate changes to the regulation on its work, as well as, together with the Ministry of Agriculture and local government bodies, create a working commission to clarify and determine the amount and size of land (in the context of each rural administration) suitable for the use of renewable energy sources.
Sadyr Japarov instructed to form a permanent working group on the development of renewable energy under the chairmanship of Deputy Prime Minister Bakyt Torobaev.
The Ministry of Agriculture and local government bodies were instructed to ensure termination of lease agreements in the prescribed manner, as well as the seizure of the relevant land in case of violation of the rules of use in accordance with land legislation. They should also assist in the provision of land for the use of renewable energy sources.
