Kyrgyzstan abstained on UN resolution on Ukraine

Delegates of the UN General Assembly adopted a resolution on the need to achieve a «comprehensive, just and lasting» peace in Ukraine in accordance with the principles of the UN Charter at the Emergency Special Session on February 23. The organization’s website says.

At least 141 countries voted in favor, 32 abstained and 7 — Belarus, DPRK, Eritrea, Mali, Nicaragua, Russia and Syria voted against. The amendments proposed by the Republic of Belarus were rejected. Among the 32 abstentions were China, Kyrgyzstan, Kazakhstan, Armenia and Uzbekistan.

The resolution reaffirmed the Assembly’s commitment to the sovereignty, independence, unity, and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters.

Members of the General Assembly demanded that the «Russian Federation immediately, completely and unconditionally, withdraw all its military forces from the territory of Ukraine within its internationally recognized borders,» and called for a cessation of hostilities.

The delegates of the General Assembly expressed «regret about the difficult situation with human rights and the humanitarian situation that developed as a result of the aggression of the Russian Federation against Ukraine.»

The document calls for the parties to comply with their obligations regarding the protection of the civilian population and civilian facilities and ensure unhindered humanitarian access to those in need of assistance, as well as to immediately terminate attacks on a critical infrastructure of Ukraine, including residential buildings, schools and hospitals.

The resolution also emphasizes «the need to ensure bringing to responsibility for the most serious crimes committed in Ukraine by international law through the proper, fair and independent investigation and the implementation of judicial persecution at the national or international level».

The delegates of the General Assembly noted the efforts of the Secretary General and member states to promote peace in Ukraine and called on the international community to double the support of these efforts. Countries should cooperate in the spirit of solidarity in order to overcome the global consequences of the war, the resolution says.
