The President of the Chamber of Commerce and Industry addressed the Cabinet of Ministers of Kyrgyzstan with a request to consider the possibility of a phased introduction of an information system of electronic consignment notes.
According to Temir Sariev, the Chamber of Commerce and Industry receives a large number of applications from entrepreneurs with complaints about the difficulties of working under the new format.
Recall, requirements have been introduced for businessmen of Kyrgyzstan to register as a participant of the information system of the electronic consignment notes from January 1, 2023.
Taking into account the opinion and reasoned arguments of business representatives on this issue, the head of the Chamber of Commerce and Industry proposed to organize a phased introduction of the norm.
The Chamber of Commerce and Industry proposes to improve the system of accounting and control of goods, to create conditions that exclude the use of various schemes for evading customs and tax payments.
Temir Sariev added that, at the same time, a huge number of active citizens, ordinary taxpayers, especially in remote regions, have difficulties with registration as a member of the electronic consignment note information system.
Many business representatives contact the Chamber of Commerce and Industry, who give examples and facts confirming difficulties in fulfillment of the requirement. The business community actively opposes this rule and demands its repeal.
The Chamber of Commerce proposes to create a working group with the participation of business representatives in order to find a mutually acceptable solution and organize a step-by-step implementation of jointly developed proposals.
Business entities engaged in the circulation of goods are required from January 1 of the current year to register in the information system of the Tax Service and apply electronic consignment notes. As of December 26, 2022, at least 13,880 entrepreneurs were registered in the system.
