President signs decree on start of administrative-territorial reform

The President of Kyrgyzstan signed a decree on further measures to improve the administrative-territorial structure and development of the regions of the Kyrgyz Republic. Press service of the head of state reported.

The Cabinet of Ministers was instructed to approve a unified concept of the administrative-territorial structure and development of the regions of Kyrgyzstan for the medium term and a roadmap for its implementation within three months. In particular, a draft law on a new model of administrative-territorial structure should be developed. It is to introduce a new management system in the newly formed administrative-territorial units.

The Cabinet of Ministers also needs to create a system of regional standards for the availability of engineering, communication and social infrastructure for the population in the regions, depending on the population and type of settlements (city, village). A system of state subsidies for local community initiatives will be introduced, aimed at implementation of the most important projects for cities and villages to improve territories and people’s living conditions.

Development budget at the regional level will be formed with direct participation and control of local communities and local government bodies.

The President instructed to empower the Ministry of Economy and Commerce with the authority to develop and improve regulatory legal acts on issues of administrative-territorial structure, spatial planning and development of regions.

The Cabinet of Ministers was also instructed to resolve organizational, financial and other issues in the prescribed manner in order to implement the presidential decree within a month.
