Land and water should be considered as the most valuable natural resources and at the same time as a commodity in Kyrgyzstan. Bakyt Torobaev, Deputy Chairman of the Cabinet of Ministers, said at a meeting of the working group on the development of new variants of the Land and Water Codes.
According to him, development of new variants of the two specialized codes is a requirement of today. It is necessary to consider these natural resources in the conditions of market relations as a commodity. Codes adopted 20 years ago are outdated. In addition, there are many conflicting provisions in the current legislation.
«It is necessary to carefully analyze the existing contradictions, consider the possibility of their elimination and inclusion of all the necessary norms into the new variants of the Codes to replace the existing laws governing land and water relations. All this is being done so that specialists can work on the basis of a single legal act, where there are no mutually exclusive and contradictory norms,» the official said.
Earlier, the President instructed the Ministry of Agriculture to develop new variants of the Land and Water Codes by December 25.
