Almazbek Atambayev approves amendments to Water Code of Kyrgyzstan

Almazbek Atambayev signed the Law On Amending the Water Code of the Kyrgyz Republic. Information Policy Department of the President’s Office reported.

The law was passed by the Parliament on November 16 and was supported by the government.

The purpose of the amendments is the legal regulation of the impact of the mining industry on glaciers.

The law is aimed at creating the conditions for ensuring uninterrupted production at the largest facility of strategic importance and applies exclusively to two glaciers (Davydov and Lysyi) from 6,771 in the country.

In 2016, the share of Kumtor project in the country’s GDP was 8 percent, in the total volume of industrial production — more than 23 percent. Annual direct and indirect revenues to the republican and local budgets amount to 7-8 billion soms.

When the law was passed, it was taken into account that in September the government of Kyrgyzstan entered into a strategic agreement with Centerra Gold Inc. on environmental protection and investment development.

The law enters into force ten days after the day of its official publication.

At the press conference, the president promised to think before signing the amendments to the Water Code permitting the development on Davydov and Lysyi glaciers.
