The Ministry of Economy and Commerce of Kyrgyzstan has developed and submitted for public discussion a draft resolution on improving the quality of life of residents of settlements in Batken region by increasing the housing stock.
Officials note that commissioning of housing in small towns and villages has significantly decreased over the past decades, especially in the border regions of the country. There are no available cheap and high-quality modern building materials in rural areas. Housing is built from clay and straw bricks. This does not meet modern standards; seismicity of the region is not taken into account.
The Cabinet determined that an increase in the construction of new housing is especially important in the border areas of Batken region. According to officials, the low socio-economic development of border areas affects the pace of construction of the private housing sector.
It is planned to start construction of high-rise and low-rise housing in the border areas.
In accordance with the law on the status of Batken region, the Council for Development of the Region will determine the settlements that need an increase in the housing stock. Local self-government bodies will prepare land plots for housing construction with the presence of utilities.
The State Mortgage Company and the State Agency for Architecture, Construction, Housing and Communal Services will conclude an agreement, under which the State Mortgage Company will act as an investor, and the State Agency for Architecture will be the sole customer for construction.
The constructed housing will be provided to citizens directly with a grace period for repayment of payments and under a separate lease agreement with a subsequent purchase.
The construction will be financed from the authorized capital of the State Mortgage Company in the amount of 200 million soms.
