Special expertise centers for export and import to appear in Kyrgyzstan

Identification centers will appear in Kyrgyzstan. The Ministry of Economy and Commerce submitted the relevant draft law for public discussion.

According to the ministry, most of the items on the control list of goods intended for export are complex scientific and technical descriptions of characteristics and are focused on narrow specialists: physicists, chemists, and microbiologists. Therefore, the examination of dual-use goods conducted by customs officials and ministry employees is not always effective. Private specialists have to be involved. However, they are not officially responsible for the identification of goods, and can provide expert opinions on the expediency of export or import only. The functions of experts assigned to departments are not basic, but additional. This affects the quality of opinions.

Customs officials are also unqualified experts and cannot assess this or that product on the spot.

«Identification is a very time-consuming process and requires high qualifications and training both in technical aspects and in issues of foreign economic activity, export control, special economic measures and other prohibitions and restrictions,» the law drafters explain.

According to the law on licensing and permitting system, the identification of controlled products requires a permit.

The Ministry of Economy and Commerce offers to set up identification centers with highly specialized experts. They will distinguish ordinary goods from those subject to export control.
