The Energy Ministers of the countries of the Eurasian economic Union (EAEU) discussed the unsettled provisions of the regulations of the common electric energy markets and also agreed on the choice of trading platforms. Press service of the Eurasian Economic Commission (EEC) reported.
A meeting of the Council of Heads of authorized bodies in the field of energy of the EAEU countries took place the day before. A significant block of questions concerned formation of a common electric energy market of the Union. The officials discussed certain unregulated provisions of the draft rules on access to services of interstate transmission of electric power and the rules of mutual trade. They concern the order of registration of free bilateral contracts, determination of the value of deviations of the electric power interchange balances in each interstate section.
«The participants of the meeting discussed the conditions of rendering the service for out-of-trade interstate transmission of electric power in case of disagreement on the terms of the contract. The heads of Energy Ministries agreed on the choice of trading platforms, which will be entrusted with organizing centralized trading of electric energy under fix-term contracts and day-ahead contracts on the common energy market of the Union,» the statement says.
To organize centralized trading on futures contracts, three trading platforms were chosen: Kazakhstan Electricity and Power Market Operator, St. Petersburg International Mercantile Exchange JSC and Belarusian Universal Commodity Exchange JSC. It is planned that they will carry out conclusion of transactions in a single trading session of these trading platforms. Administrator of the Trading System of the Wholesale Electricity Market JSC has been chosen as the operator of the centralized day-ahead trading session.
The Council of the Eurasian Economic Commission will have to approve the choice of these platforms at the next meeting.
The issue of creating a single energy market of the EAEU will also be discussed today at the panel discussion within the framework of the 1st Eurasian Economic Forum.
