Experts in Russia propose to encourage labor migrants

Experts of the Russian State Development Corporation proposed to encourage migrant workers by financial bonuses. Foreign media report.

According to them, authors of reports on Kyrgyzstan, Tajikistan and Uzbekistan, have come to the general conclusion that the flow of labor resources from Central Asia to Russia has more advantages for all parties than negative consequences.

The pros: migrants cover a shortage of cheap labor force in the host country, and they themselves send the money they earn back home. The cons and risks include assimilation problems, xenophobia, housing issues, settling in informal employment, radicalization, and involvement in criminal activity.

Recommendations include a clear migration policy, creation of a system of professional training, and adaptation of migrants to Russian society.

The study notes that workers from abroad contribute to increasing the capacity of Russia’s domestic market, as they spend from half to two-thirds of their salary on food and non-food goods and services in the host country.

The employment structure for migrants is different. Migrants from Kyrgyzstan are traditionally employed more in the service sector than in construction. This sector employs approximately 60 percent of all Kyrgyz nationals working abroad.

Researchers suggest encouraging migrant families to move to Russia (it is a problem now to enroll children in a school without a long-term registration). Experts also call for development and implementation, with involvement of civil society organizations, of a program on involving migrants in decision-making at the local and municipal level in localities where they live in large numbers.
