Three laws related to power industry declared null and void in Kyrgyzstan

The Energy Ministry asks to recognize the laws «On electric power industry», «On the special status of the cascade of Toktogul Hydroelectric Power Plants and the national high voltage transmission line» and «On compensation for damage from the construction of the Toktogul hydroelectric power station and a reservoir in Toktogul district and the village of Zhazykechuu of Kara-Kul town» as invalid.

As noted, these documents contain many duplicate articles.

Therefore, it was decided to abandon them and to develop a new version of the law «On electric power industry».

The main objectives of the new variant are to determine the principles of state policy in the power sector and mechanisms for their implementation to ensure reliable, safe, quality and uninterrupted electricity and heat supply, as well as the legal basis of economic and technological relations in the energy sector and the basic rights and obligations of energy entities.

A number of new terms have been introduced, functions of state bodies have been excluded, and the principles and methods of state regulation of the power sector have been determined.

A distinctive feature of the new version are the norms on sources of financing for the construction of new and reconstruction of the existing power facilities.

The laws «On the special status of the cascade of Toktogul Hydroelectric Power Plants and the national high voltage transmission line» and «On compensation for damage from the construction of the Toktogul hydroelectric power station and a reservoir in Toktogul district and the village of Zhazykechuu of Kara-Kul» are integrated into the new law «On electric power industry » without changes.
