Kyrgyzstan ranked as country with hybrid political regime

Kyrgyzstan was ranked the 95th in the Democracy Index 2017. The republic was listed among the countries with a hybrid political regime. Website of the organization The Economist Intelligence Unit (EIU), which prepared the ranking, says.

It is noted that the Democracy Index 2017 demonstrated serious regress in all regions of the world. The study covered 165 independent states and two territories. According to the authors of the report, there are only 19 countries with full democracy in the world, and this is 11.4 percent of the total number of countries that have been covered by the study. The second category — «flawed democracy» includes 57 countries, the third (hybrid regime) — 39, and the fourth (authoritarian regime) — 52 states (34 percent of the world population).

The Democracy Index is based on five categories: electoral process and pluralism, civil liberties, the functioning of government, political participation, and political culture. Based on its scores on a range of indicators within these categories, each country is then itself classified as one of four types of regime.

Kyrgyzstan, based on the results of 2017, took the 95th place. In 2016, our country occupied the same position.

The report notes that the Kyrgyz Republic scored 5.11 points. Moreover, the republic got the highest scores in such categories as electoral process and pluralism (6.58 points), political participation (6.67) and civil liberties (5 points) with the lowest scores in the categories functioning of government (2.9) and political culture (4.38 points).

Moldova takes 78th place, Georgia — 79th and Ukraine — 83rd. They were also ranked as countries with a hybrid regime as well as Armenia, which took 111th place.

The rest of Kyrgyzstan’s neighbors, including partners in the Eurasian Economic Union, were ranked as countries with an authoritarian regime. Russia takes the 135th place, Belarus — 138th, Kazakhstan — 141st, Azerbaijan — 148th, Tajikistan — 159th , Uzbekistan — 158th and Turkmenistan — 161st place.
