Holding companies to be able to purchase goods without tenders

Kyrgyzstan finalized the bill on holding companies. The project was submitted for discussion by the Ministry of Economy.

In 2015, in order to implement the Concept of Reforming the State Property Management System, a bill «On National Holding Companies in the Kyrgyz Republic» was drafted. It was approved by the parliamentary faction «Onuguu-Progress» and the committee on the fuel and energy complex and subsoil use of the parliament. However, most of the deputies didn’t support the bill.

At present, there is a need to revisit the option of transition to a holding management form, while in the future it is proposed to create sectoral holdings with the task of developing certain areas of the economy in which it is planned to maintain a state presence.

The bill has been finalized taking into account the comments, in particular, the norm limiting the conduct of checks by the Accounts Chamber of national holding companies, and the norm under which the requirements of the Law «On Public Procurement» will not apply to the purchase of goods, works and services of national holding companies and their subsidiaries.
