Legislation on technoparks developed in Kyrgyzstan with Russia's participation

Legislation on technology parks has been developed in Kyrgyzstan with the participation of Russia. State News portal reports.

«Technology parks are now modern industrial centers, where high-tech products are created. The Kyrgyz Republic is actively mastering the creation of technoparks. The Russian Federation, in turn, has helped Kyrgyzstan to develop a law on technology parks, which creates the necessary legal framework for attracting additional Russian investments and the emergence of new high-tech industries. The creation of technology parks and technology clusters in the Kyrgyz Republic together with the Russian Federation is one of the most promising areas of bilateral cooperation,» the statement says.

New legislative norms assume that Russian production in industrial technology parks in Kyrgyzstan will be realized primarily in such sectors as light industry, metallurgy, energy, chemical industry, engineering and medicine.

It is important to understand that Russia has an extensive experience and developments in creating technology parks. The country has over 300 such institutions in more than 60 regions. There are about 35 technoparks and technopolises in Moscow alone. The most famous of them is Skolkovo. The Russian Federation has experience in creating joint technology parks with other countries. The Russian-Chinese Technology Park Druzhba operates in Moscow, and the Russian-Chinese Technology Parks operate in Changchun, Harbin, Shenyang and Yantai.

The establishment of joint technology parks with Russia and the implementation of industrial cooperation projects will allow the Kyrgyz Republic to strengthen its technological sovereignty and achieve growth of its economy.

Russian business is already implementing about 40 projects in the Kyrgyz Republic in the field of industrial cooperation and import substitution totaling $2 billion. Russian investments in the Kyrgyz economy account for 36 percent of all direct investments. Over the past two years, their share in the total volume of investments has increased from 2.5 to 15 percent.

Kyrgyzstan’s Free Economic Zones may become attractive for the creation of Russian technology parks. To date, there are five territories in the country, where preferential treatment for business is available. More than 500 companies have already become their residents, producing various products, including construction materials, consumer goods, food products, medical products, electrical equipment and innovative technologies.

The Kyrgyz Republic already has about 700 joint ventures with the Russian Federation and about 300 companies with pure Russian capital, including Gazprom Neft Asia LLC, Karabalta Mining Combine OJSC, Tien Shan Tin LLC, Kyrgyz Chemical and Metallurgical Plant OJSC and Kyrgyzavtomash OJSC.

The new law will allow the state to develop advanced industries and strengthen its technological sovereignty.
