The Cabinet of Ministers of Kyrgyzstan proposes to unite the Institute of Ombudsman and the National Center for Prevention of Torture (NCPT). Edil Baisalov, deputy head of the Cabinet of Ministers, stated at a meeting of the Parliament.
He noted that the National Center was created on the initiative of international organizations and they supported the center’s three-year budget.
«When asked why there is a separate organization when there is an ombudsman, they answered that the association does not comply with the principles of the convention. We do not save money on human rights, but we are preparing a proposal to unite these structures,» Edil Baisalov said.
Director of the NCPT Bakyt Rysbekov noted that, according to an international agreement, Kyrgyzstan should create several mechanisms against torture.
