The Ministry of Foreign Affairs is working to protect the rights of citizens of Kyrgyzstan convicted abroad. In total, 1,282 Kyrgyzstanis are in places of deprivation of liberty outside the Kyrgyz Republic, 1,777 of them (1,205 men, 91 women) are in Russia, the press service of the ministry reported.
The total number of convicted citizens of the Kyrgyz Republic, with whom meetings of the Kyrgyz consuls were held, is more than 450 people.
In 2022, consular officers visited citizens of the Kyrgyz Republic serving sentences in institutions of the penitentiary system in Tatarstan, Bashkortostan, Mordovia, Sakha (Yakutia), Krasnoyarsk Krai and Khabarovsk Krai, in Moscow, Samara, Vladimir, Voronezh, Tver, Orenburg, Lipetsk, Ryazan, Murmansk, Vladimir, Amur Oblasts, Khanty-Mansi Autonomous Okrug — Yugra and Norilsk.
The Ministry of Foreign Affairs actively participates in the work of interdepartmental working group, established in January 2023, in order to coordinate joint actions on the transfer of citizens of the Kyrgyz Republic convicted in the Russian Federation to their homeland for further serving their sentences. The Embassy and Consulates General of Kyrgyzstan personally send letters to each convict in Russia with explanations on the procedure for their transfer to the Kyrgyz Republic.
It was reported that a Kyrgyzstani who was serving his sentence in a Russian prison died in Ukraine. The 30-year-old resident of Kochkor-Ata, Ayan Alisherov, was convicted in the Russian Federation in 2019 for kidnapping and Extortion.
