Rehabilitation center for children with disabilities, which was built in Bishkek on the site of the former mansion of the Bakiyev family, will be free. The Ministry of Labour, Social Security and Migration came up with the initiative to open it.
The draft resolution of the Cabinet of Ministers was developed within the framework of the implementation of the norms of the UN Convention on the Rights of Persons with Disabilities, as well as the law on the Rights and Guarantees of Persons with Disabilities in order to develop rehabilitation services for children with disabilities.
Officials have two goals:
- To increase the effectiveness of state support for children with disabilities;
- To improve the system of organization and provision of rehabilitation services.
It is specified that more than 200,000 people with disabilities live in Kyrgyzstan. At least 35,000 of them are children. More than 80,000 people receive social benefits. More than 122,700 people get disability pensions through the Social Fund. The average size of pensions in the republic is 6,413 soms.
In recent years, as in the rest of the world, the number of sick children in the Kyrgyz Republic has been growing. The greatest increase in disability is observed in congenital developmental anomalies (32.8 percent), diseases of the nervous system (20.3 percent), and mental disorders (15.3 percent).
«Implementation of the provisions of the convention requires improvement of legislation in order to ensure the rights of persons with disabilities, create conditions for their social integration and expand social and rehabilitation services,» the background statement says.
Services provided by private organizations are paid, and they are not available for families with children with disabilities. Therefore, the department proposed to create a state center on its basis. Children will be able to undergo rehabilitation there free of charge. All expenses will be covered by the budget.
