Akylbek Japarov: Bishkek and Osh are ready to allocate land for PPP projects

For the qualitative development of public-private partnership projects (PPP), the Project Preparation Financing Fund will be strengthened and transformed. The Chairman of the Cabinet of Ministers of Kyrgyzstan, Akylbek Japarov, announced at the international conference.

According to him, since 2021, the quantitative portfolio of projects has increased to 56 PPP projects, taking into account the coverage of private investments in the amount of more than $1 billion. Agreements were signed on 13 new PPP projects for a total amount of more than $300 million, five projects for at least $50 million are at the tender stage. Other 36 PPP projects are under preparation.

«For further increased concentration of private investments to modernize the economic and social infrastructure in Kyrgyzstan, a program for the development of PPP until 2026 has been adopted. It set the task of launching 50 large PPP projects in the power industry, healthcare, road and transport sectors for a total amount of more than 100 billion soms. Small pilot projects will be prepared and launched — kindergartens, gyms, logistics centers in all regions of the country. Bishkek and Osh are ready to allocate land,» said Akylbek Japarov.

He noted that the Project Preparation Financing Fund will be engaged in consulting services for the preparation of a feasibility study for projects, and help in holding competitions. Its budget is now $4 million. It is renewable. The winner of the tender returns the funds for the preparation of the PPP project to the fund.

«The Cabinet of Ministers seeks to ensure greater participation of the private sector through PPP models that involve participation of the private sector in infrastructure development. In addition to the important aspect of raising capital for infrastructure investment and risk sharing, PPPs help introduce innovations, create jobs and drive economic growth. I ask government agencies and responsible organizations to carefully study the best domestic and foreign experience of public-private partnership. We need to make this institution one of the most important mechanisms for implementation of social and economic policy,» Akylbek Japarov concluded.
